Who is Red Hulk? In an attempt to recreate the super-soldier serum, General Thaddeus “Thunderbolt” Ross was put in charge of Project Gamma Pulse, but an accident in the experiment transformed the scientist Bruce Banner into the Incredible Hulk. Later, Ross became the U.S. Secretary of State, where he approved the Sokovia Accords to control super-powered beings, especially the Avengers. Ross’s actions led to the division of the Avengers, who then failed to prevent Thanos from causing the Snap, which eliminated trillions of living beings in the universe, including Ross himself. After being resurrected in the Blip, Ross attended Tony Stark’s funeral.
